District Level Initiatives - as the path ahead

Based on field experiences of our partner NGOs during the last 10-12 years especially our experiences in Block Disability Advocacy Programme, keeping in mind the recent developments at national and international level , CBR Forum is in the process of implementing ‘District Level Initiatives' (DLI).

“DLI is a means of facilitating/ strengthening a movement of persons with disabilities at Block/ District level, which will address the on-going needs and rights of persons with disabilities during and after the partnerships with our partner NGOs”

1. Koraput - Orissa

2. West Khasi Hills - Meghalaya

Some of the salient features of DLI are:

  • Identify and work in partnership with 7 or 8 partner NGOs in least served District of India;
  • Facilitate the formation of federation of disabled peoples organization at partners level;
  • Roll out strategies by the Federation to invite other persons with disabilities from across the District to form a structured District level DPO (Disabled People’s Organisation);
  • Partner NGOs and CBR Forum will work with the District level DPO to address the issues of PWDs and ensure that their rights are protected and promoted throughout the District;
  • Sub Committees of the District level DPO under Education, Health, Livelihood and Social Justice will further strengthen this initiative.

Area of coverage:

Over a period of time CBR Forum desires to promote the DLI in a total of 15 Districts (approximately 5 Districts in the South, 5 in the North and East of the country and 5 in the North Eastern part of the country)

Plan for replication:

The Forum aims to create District level models that could be replicated in the concerned State;
